THE RULE OF LAW


Salam

I start my work quite early today even though technically I'm already working since 8 am yesterday morning and will continue working till 5pm later on the day. Something struck me straight when was on my way to work today and it is actually not something that is unusual in this country.

People inadvertently and consciously breaking the law without anyone care. Why? NO one will take any action to them except for a sporadic and minimal enforcement activity. Of course I'm talking about something very small that is smoking in the public area and worst more in the lobby area of a big hospital. Not only the outside people, even the staff also noted to be happily smoking in the hospital compound. Small indeed the act and it doesn't cause any harm towards anyone in the short term except for the bad smell and the strayed cigarette buds that they throw away.

It is the normal thing in the area as no one will care to give them compound or to take action even though technically there is a law that anyone need to abide. Once I ask want of a staff that has power to enforce the law why they are not doing their job. The answer is very simple: The perpetrator don't even care and worst more, they will scold them back. The worst scenario: the perpetrator will sabotage you as revenge in many ways because they know who you are and where you work. The result: The enforcer afraid of the perpetrator and the perpetrator are free to overrule the law with their discretion. Fair? Don't even start to talk about that word here.

And there are hundreds of laws that is considered small and menial that is being consistently ignored making the slogan of 'nothing is bigger or higher than law' like a filthy dirty joke. Are we talking about becoming the first class country than? That should be rethink. I would say that we need to reclassify the 3rd class country first to third class country A, B and C. Should we start from C? obviously.

When read the paper this morning, it is worst. One of the senior person in one of the political party. An ex senior minister talking about not to carry on to crack down the illegal workers and to postpone the plan for the sake of the profits of the perpetrator who give this illegal worker the job. What the heck is he talking about is incomprehensible. This are the people who suppose to support the effort but somehow he is the one who are trying to make it more comfortable for the law breaker.

Those are the things that we teach the younger generation in our country. We have tonnes of laws but the enforcement and the attitude towards the law are pathetic. Don't even mention about shariah law. It is worst than the civil. Everybody openly criticized their judgment without afraid of being reprimanded. No respect at all towards the law and the regulation.

Instead of enforcing the current law, we are always hear about new law being drafted and gazetted and the circle will only continue. The easiest escape route is, pointing fingers and blaming everything except the lawbreaker and the enforcer.

So do we think we can achieve class A with the attitude? Maybe during our great great great grandchildren if only we start now.

ELAUN OH ELAUN..


Salam

For the past two or three weeks there is a really strong wind of news that the allowances for the government servants will be reduced or demolished namely the COLA and the housing allowance. In the net, many comments posted by mainly the one whom is affected directly by this possible new progress or for many of them: regress and redressed.

Of course, when this kind of news circulating, there are a lots of disgruntled and grumbling people on the ground and of course it is seen as something that very unpopular move by the current government. While there are a lots of talks regarding the government trying to save money, no one will expect that their own income will be cut to save the money for the sake of the government. This kind of 'prudent spending' by the government will surely make most of the people unhappy on top of the generalized reduce of budget especially in the critical and important area namely the health and education (except for the newly launched 'permata negara' program which is spearheaded by non other than the wife of our prime minister)

Unhappy is not actually the correct words because the ill feeling goes deeper than that. While almost everything that is essential is going up in price, no one will expect their salary will be cut instead of being raised up. But the rot should stop fast. As many Malaysian knows that our country is running with a deficit budget for a record 13 years on the road way back to at least 1997. Deficit budget means that every year we are running in negative not having money for the future but instead having building debt on the way.

Is this the global phenomenon? No. our neighbors in the ASEAN country is having a better record than us. Are we suppose to be like them? Yes because we are a net petroleum exporter on top of rubber and palm oil. We are supposedly making profits every time this commodities increase in market values. Where the profit goes than? The most comfortable answer is we are using the money for subsidies and bla..bla..bla..

So why do we need to cut/reduce or take back the allowances of the government servants? The answer is simple. Firstly: allowances is not the servant's downright privilege. It is up to the government whether to pay them or not. Secondly: They are supposedly the one to be sacrificed first for the sake of the general rakyat. Of course many of the people out side the circle will be more than happy to hear this news because this government servants is a ready made scapegoat for everything inefficient about the government. Blaming the politician or the minister? Forget it. Thirdly: They have no where to run. No choice. Fourth: Give them a bonus of a month or two end of the year and a number of them will be more than happy and totally forget about this. Sound familiar? Malaysian mudah lupa.

Does this thing will happen? Few of my colleague already read the circular in other ministry regarding the reduction/taking back the COLA. There is still possibility that this is not true or maybe they are trying to test the reaction by sending the rumor to see how the people react. And expertly allay the fear by tracking back or maybe some increment. Is it possible? Increment? unlikely.

Ready for a brace of more and more stingy spending than. Be more prudent and be more careful when spending because we will never know what is in the bag for us. Nothing is ours in the world so instead of cursing and shouting to the deaf ear, why not we turn to the ever and forever will listen to you. Allah.

Do pray that Allah will help us to make sure that in the near future we will never need to face with this efficiently inefficient governor ever again. May Allah show us the way.

BAGAIMANA SAYA MAHU MENOLONG?


bagaimana saya mahu memulakan ya?

hari ini hati saya diserang rasa gusar lagi..

"doktor, badan saya sakit-sakit..sudah sebulan lebih..kalau sedang duduk, untuk bangun berdiri saya memerlukan seseorang untuk membantu saya.." ujarnya memula bicara..

"puan pernah jatuh ke atau kemalangan sebelum mula rasa sakit?" soal saya.

dia tunduk..kolam matanya bergenang..

"err..ada, doktor..sebenarnya saya ada masalah peribadi..disebabkan tu saya kena pukul.." dia menjawab perlahan.

tangan saya yang sedang ligat menulis terhenti. di fikiran saya terlintas sesuatu yang tidak baik namun saya berdoa moga-moga sangkaan saya itu salah.

"boleh doktor tahu, siapa yang pukul puan?"

"suami saya, doktor.."

DANG! jangkaan saya tepat..

oh! kali pertama didatangi kes begini walaupun hakikatnya gejala sosial ini bukan lagi baru di dalam masyarakat membuatkan saya tergamam dan bingung seketika..

ibu kandungnya sudah meninggal dan ayahnya telah pun berkahwin lain..
dia bersekolah setakat tingkatan 3..dia berkahwin 4 tahun lalu dan sekarang dia berumur 18 tahun..dia baru saja melahirkan anak kedua 45 hari yang lalu..

ah..saya masih gusar dan bingung..mahu menulis pun sugah kehilangan kata-kata..

akan di sambung bila hati kembali tenang..

sekolah rendah..masa tu gatal- gatal mata nak pakai cermin mata kakak-kakak saya..pastu, bila umur 15 terus kena pakai cermin manat..hehehe...

err...100+? orang kedai spek tu kata mata saya silau...

ermm.. saya suka pakai half-frame..bentuk square..

hmm..kalau tak silap 150...lama dah tak check mata..

7. Berapa banyak koleksi kaca mata yang anda ada dari dulu hingga kini (anggaran)?
rasa-rasanya dalam 6-7 kot...paling kerap pun 2 tahun sekali je tukar bingkai...:)

8. Jika anda ada sentiment tidak suka berkaca mata, sila nyatakan sebab musababnya.
eh..? saya sangat suka memakai cermin mata.. kalau mata saya tetiba dah tak rabun pun saya tetap nak pakai...:)

9. Yang mana anda lebih gemar. Kaca mata atau contact lens? Kenapa ?
suka pakai kaca mata sebab boleh cover mata saya dan saya nampak lebih smart..kononnya...hehehe...(en suami pun suka saya pakai spek mata..;)

puan siti sifir...hahaha...bodek baekk punya...;)

a ah...lepas kena conjunctivitis baru sedar diri kata dia rabun..:p

DI SEBALIK KEMELUT NAMA ALLAH


Salam,

Inilah dia isu terhangat di pasaran sekarang ini. Dalam pada mahkamah memutuskan bahawa the Herald layak menggunakan nama Allah di dalam terbitannya, orang islam di negara ini berpecah kepada beberapa kumpulan. Kumpulan yang selama ini tidaklah berapa syariah friendly tiba-tiba inin menjadi hero dan menuduh sekumpulan lain yang syariah friendly tidak ada sensitiviti terhadap isu ini.
Itulah dia apa yang akan berlaku di dalam Malaysia untuk apa-apa isu sekalipun.

Orang Islam sudah terlalu sibuk untuk mengenakan orang Islam yang lain tanpa kembali kepada asas pokok perbincangan. Walaupun diketahui umum bahawa penggunaan nama Allah di kalangan bukan Islam ini sudah pun diberi pendapat oleh kalangan alim seperti dr Yusuf Al Qardawi, namun ia sebaliknya dipinggirkan. Keadaan ini dimanipulasi pula untuk kepentingan 'political mileage' pihak yang tertentu.
Apakah isu yang patut difikirkan bersama pada masa ini?

Pada pandangan peribadi saya adalah isu meningkatkan lagi kefahaman di kalangan umat Islam terhadap agamanya sendiri. Isu memajukan lagi sistem pendidikan agama di negara ini agar anak-anak kita tidak terkeliru dengan penggunaan nama Allah oleh agama lain. Isu memantapkan akidah anak-anak kita dan orang-orang kita agar tidak terkeliru dengan ajaran agama lain.


Kecelaruan dan kelemahan dalam sistem pendidikan agama menyebabkan anak-anak kurang keyakinan dan kurang penghayatan kepada perkara pokok agama. Apa yang lebih dipentingkan adalah samada mereka mampu dapat A dalam subjek ini atau tidak. Ditambah pula dengan kecelaruan fahaman sesetengah pihak yang menyebabkan agama ini tiada apa isimewanya berbanding agama lain.
Isu termudah: aurat, alkohol dan perjudian, dadah, maksiat dan sebagainya.

Mana mungkin kita mampu melindungi anak-anak kita dari anasir kesesatan jika sekiranya isu pokok pun mereka persoalkan. Apakah dinding pertahanan yang kita bekalkan kepada golongan ini jika sekiranya roh pendidikan agama itu tidak wujud pun dalam sistem kita?
Haruskah kita bersorak dan membuat bising dengan kerja-kerja pendakyah agama lain sekiranya di pihak kita pun tiada apa-apa usaha untuk menahan dan membalas balik serangan-serangan ini.

Lihat sahaja segala isu berkenaan Islam di negara kita ini. Siapa yang biasanya akan menjawab? Jika bukan golongan cendekiawan islam dari bukan kerajaan, tiadalah satu kenyataan dari JAKIM, IKIM dan sekutunya melainkan kenyataan mereka itu nampak memberi kelebihan kepada pihak memerintah.
Mengapa institusi agama ini dikekang dan diikat dengan segala macam kekangan dan sekatan? Bukankah mereka golongan cerdik pandai agama yang mestilah mahir dalam segala isu berkenaan agama ini? Mengapakah orang yang tiada kefahaman agama dan orang yang tiada jiwa agama diberi kebebasan bercakap tentang agama ini walaupun tidak layak?

wajar kita bising jika kita sendiri pun lemah longlai dan lembik tak bertaring?

Menggunakan agama sekadar bahan manipulasi membakar sentimen dan meraih sokongan.


Amat malanglah nasib golongan ini di sisi Tuhannya

REMAJA, ZINA DAN MASA DEPAN

bismillah...

akhir-akhir ini saya rasa sangat terganggu..

dua hari lepas, ditakdirkan Allah saya bertemu dengan seorang remaja perempuan berumur 14 tahun..hamil luar nikah, suaminya kini berumur 26 tahun. yang mengganggu saya, adik ini mahu berhenti sekolah..
seperti biasa, saya akan memperuntukkan masa sekurang-kurangnya 20 minit untuk kaunseling kes-kes yang sebegini..seperti biasa, saya tidak meng'kondem' kesilapannya yang telah pun berlaku..saya lebih suka guna pendekatan yang natural..maksud saya, saya dengan tegas menyarankan supaya dia bertaubat dengan taubat nasuha, melakukan solat sunat taubat bersama dengan suami, meminta maaf daripada kedua ibu dan bapanya, dan berdoa supaya anak yang sedang dikandungnya tidak mengulangi kesilapan yang dia lakukan dan semoga Allah memelihara zuriat itu menjadi anak yang soleh dan hamba Allah yang beriman, berguna untuk Islam..

itu antara intipati utama kaunseling saya kepada wanita2 yang hamil luar nikah disebabkan zina.

tapi untuk adik ini, ada sesuatu yang extra yang perlu saya perkatakan..

kepentingan pelajaran dan ilmu..

umurnya terlalu muda..masa depannya masih jauh..
dalam dunia hari ini dia memerlukan pelajaran dan pendidikan untuk menjamin masa depannya dan juga masa depan anaknya yang dikandung itu..
kalaupun dia tidak dapat menyambung pelajarannya dalam bentuk formal dan akademik, moga2 peluang untuk memperkasakan dirinya dari segi ilmu kemahiran tidak tertutup..

saya tidak pasti sejauh mana nasihat saya supaya dia menyambung pelajaran itu diambil serius olehnya..memandangkan remaja dalam umur sebegitu, dengan fikiran yang belum matang kebarangkalian cukup besar untuk dia mengambil mudah dan remeh soal itu..
cuma jauh di sudut hati saya tetap mendoakan dia supaya dia berubah ke arah yang lebih baik dan semoga Allah memelihara dirinya dan anak yang dikandungnya...

THE TEN BEST EMPLOYER IN MALAYSIA


Salam I stumbled upon this study while reading my new book: The Budget; How the Government is Spending OUR Money by Teh Chi-Chang. It is a nice and simple book about our budget and really an eye opener for someone who is literally at lost how our economy are being managed and what actually happen behind all the goodies and bonuses etc. This study is actually done by the Hewitt Associates, a human resource consultancy who did the yearly study to determine the best employer in the country and in the region. When I browse through the website and read the study, I found out it is a very good study judged by the professionals namely: academia, human resource profession and business community. Here I quote the statement regarding the study from the website


The Hewitt Best Employers in Asia is a study that examines people management practices in many of Asia's leading organizations. It provides insights into how organizations can achieve a real competitive advantage through their people, explores what makes an organization a good place to work and identifies a shortlist of Hewitt Best Employers in Asia.

However, I only quoting the result for Malaysian study only. So the result is as followed

  5. Agilent Technologies

The interesting facts about this is, only 2 of the selected employers actually a homegrown company. Namely SP Setia Bhd and Telekom Malaysia Bhd. The others are actually foreign company who provide the better service for their employees.

Something must be done to improve our companies performances in term of this. They must start to think beyond the limit of profit and more involve in human touch to further improve their credential and services in long term.

Good luck then to Malaysian companies.

MALAYSIA: THE DOCTOR FACTORY


Salam

When I write this, I have nothing anyone who is currently studying in the school below nor outside the country. My main concern is the policy behind it and the repercussion of this kind of aproach.

I am dumbfounded when I notice that we have at least 14 private and public universities which are producing doctors every year in Malaysia alone. On top of that we are also sending our student to multiple universities in Indonesia, India, UK/Ireland, Russia, Ukraine, Mesir, Jordan, Australia and New Zealand. In the country, we have UM, UKM, USM, UIAM, UPM, UNIMAS and UiTM in the public sector while in private we have RCMP,PMC, MMMC, AIMST, MSU, CSWU and IMU.

That is an average of 1 medical school for every state in Malaysia and we are looking forward for another new medical school in the future. What is the purpose of so many medical schools in such a small country is totally out of my reach to ponder. The only reasonable reason that I can think of is the government is trying to limit the sending of our children to the outside country and to reduce the burden of supporting them.
